Note my main menu navigation when viewed in Firefox 4 vs IE9. In IE9 it is messed up, it does not display properly like it does in Firefox 4.
Also note my Footer Left box, it does not display in IE9.

the line numbers in that report you send.... what file is that contained in... how would I locate the problem tags to resolve?

I think I found the problem.... a text widget. Now everything looks similar between IE and Firefox except for the width of the main nav menu. It is off in IE, compare to Firefox which looks right. How would I fix that?

I changed it from 55% to 56% now it looks the same on both browsers! Did I fix my own problem?

Perhaps. It is definitely true that not all browsers render spacing the same.
