I have created Pages for Privacy, Disclaimer and Disclosure and only want them to appear in Footer navigation and not in Header navigation. It appears that my only choice is to either show in both areas or not show in both areas. I can't find a way to only show in the footer.

You have a good point, this is probably a good feature idea. (different footer links)
The easiest way to do this is to edit the footer.php file and add the links you want to the `

I am trying to do the same thing, but I can't figure out how to have the page not show up in the top navigation.

you can use the exclude pages plugin.

thanks, ar, I was wondering the same. Also, the plugin seems to work fine in WP 2.9.1 although it's only listed as being compatible up to 2.8.4.
