I noticed that if you use the "default template" for a page, the search form is formatted completely different than the search form for any other template. Is there a way to edit each so that if different templates are used, the search forms match?

Can you clarify what you mean? In WHP if there isn't a sub menu (sub nav) then the search is added to the sidebar without creating an empty bar on top (which doesn't look good.) If you want this bar, even if its empty, I can help you with that.
