I would like to add a "section" component like the pullquotes to the Tertiary sidebar in PlatformPro, so that it can appear below or above other sidebars in the sidebar wrap space. I can't figure out how I would allow a section to be included in a sidebar. Can someone help point me in the right direction?

Which template area would you like to add it to? The 'tertiary sidebar' is a section itself....

I want to create a random photo/caption section and then have that inserted into the tertiary sidebar. This way I can place the tertiary sidebar across the other sidebars (either above or below) to fill the big empty space beside the main content.

There is a widgetized area called "sidebar wrap" which can be used for either above or below the sidebars. Then you can use either the nextgen or flickr widgets to place photos.
