I am trying to add a button using shortcodes, that is  {pl_button]  to the text part of the banner, in the text editor, but it is not appearing.    Is there is a way to make this work, or are shortcodes not allowed in the text part of the banner?

If you're using the code you have in the post above, then thats the reason as to why it isn't working, the code is not correct. See here for the correct code inorder to add buttons to your content.

Ah ok seems to work now.

 

I'm also trying to make the banner title a link and the banner image a link.   Are these options possible?

Unfortunately no, the Banner has no options that allow you to link either the image or the title. However, you can achieve a similar layout using the PageLines grid, where you can use HTML to create a title and add an image where you can add a link to both.
