I want to be able to set "blog template" on a page. Is there anyway to do that? I know that someone here showed me on how to enable certain sections to be used in all the templates.

Hi,
The Blog template cannot be 'applied' to a page. It is the template for blog pages which are special pages. You may add sections to it, but the blog template only appears when you have a blog page, whether the default homepage or a static blog page.
What's your goal? Maybe we can advise you a bit more.

My goal is to make a normal page have the same exact layout as the blog page.

So you wish to have two Blog pages ?
Wordpress only supports one blog page, that is way there is categories.

Well, I don't really want two blog pages. I have a finite amount of information for one page that I want to make it look like the blog page format.

I'm not sure how you mean that you want the page to look like the blog page. Do you mean you want posts showing on it? Or do you want the same layout? Please elaborate, so we can advise and guide with greater accuracy.

Yes, I want a page that can show posts and have those posts look like the posts look like in the blog page.

There is a plugin called
which can be made to look similar to the blog page - thumbnails, title, date, excerpt, link to post. You set it up with a shortcode so this can be achieved on any page, any place. When you get to this link, scroll down below the grid of images:
