When I want to edit page/post, I am only able to use the text/html tab as the 'visual' tab is inoperable.
The pagelines visual text editor is not operating. I tried both firefox and IE. I have deactivated all plugins.

Hi,
PageLines doesn't have a visual editor, we use the standard Wordpress editor. If this isn't working, you most likely have a plugin conflict. I recommend you disable all non-PageLines plugins and see if this resolved the issue.

All plugins have been disabled. Problem persists
