You need to use SimpleNav (activated in the Footer template via Drag & Drop) to get a center footer nav. To get footer social icons and footer tagline to show up, you'll need to add those in using regular text widgets in the full width sidebar section, which can also be activated via Drag & Drop. There is a tagline area in the settings, but that won't show up unless the footer columns sidebar is enabled, which means you wouldn't be able to add the footer social icons.

I would like to create costume navigation at the base of the footer. It will be different than the main navigation on the top.
