I would like to create frames with contours in my pages (eg this page ) Do I create div in CSS or is there any plugin to create frames simply?

The link provided has a database error at present, so I'm unsure how its 'frames' look.
Styling is done with CSS, and since I don't know what these frames should look like I'll give you some generic links. Meanwhile, try taking a snapshot of that site if you're not seeing the same error.

I made a snapshot to show you. But this is an example. I want to know how to place and organize multiple frames in a html page. I also want to know if it is possible to easily update the content of frames. I guess it must be the CSS but there may be there a plug-in ?

Forgive me, but I don't see the image you mentioned. When replying, click the More Reply Options below and to the right (grey background) and you'll see the upload option for the image.
We do not use the term 'frames' so I'm unclear what you mean. We also have many ways of breaking content into various units, so I am unwilling to guess your definition of the word. I'm sure it will be clear once we see the image.
