Alright, I'm sure this has been answered before, but I am struggling with this issue again and cannot find any answers anywhere.

First off, I'm a complete newbie, and have a hard time finding the proper locations or any other kind of code-related issues.

Second, I have had this issue previously, but resetting my plugins + updating permalinks solved it.

This time, I was simply deleting a tacky masthead, and replacing it with a callout...the callout didn't pan, so I decided that had to go, and canned it. Apparently that's enough to break my site, as now all the CSS is not displaying on any browser and machine.

My website is www.melosentertainment.com - please help, I have no idea what to do as the plugins + permalinks won't help anymore, and switching to other themes seems to do the trick.

What is exactly your error, visiting your site doesn't really show any error as far as I can see.

When you say "simply deleting a tacky masthead" how are you deleting them ?
