Regardless of the settings I give, I get a site wide STRETCHED image, when what I want is a small background slice (maybe 30px wide) that will repeat horizontally. I want to avoid throwing up an exact oversized 1400px wide image, that's not the way to do it. I need a repeat a small slice. What am I missing here?

Hi,
Where or how are you adding your background image to your site. If you're using the Site Background Image option in Color Control, be sure that you have unchecked "Supersize The Background Image". Otherwise, if enabled, it will stretch your background image.
