My top menu links don't work; only my submenu links do. Please see screenshot for visual description.

Clarification: the top links that don't have any submenu items under them DO work; only those top menu items with submenus DON'T.

This is a Twitter Bootstrap issue. The function of the top level links when there's child level present (drop down) is to click to open the child list only.
To make your top level link work, you simply add a new menu item as the first child in the drop down list. Silly? I know. But out of our control. This is how Twitter Bootstrap does it and few are happy with it. Twitter won't fix it.
Another option would be to swap the NavBar for Nav Classic which doesn't use Twitter Bootstrap.

They will not 'fix' it as there is no issue to fix.
This is how it is by design, in the bootstrap menu you click toe top item to activate the dropdown and get to the sub items. Now think about it, how can you make the top item a link when you have to click it to reveal the submenu? Paradox anyone?
