You'd have to make the category pages static. That means applying category posts by other means than the default. I do this using Special Recent Posts plugin, then link it at the bottom of the page to the default category page.
On the static category page, you use the PageLines Meta Settings > Highlight to apply a page-specific highlight.

I'm using special posts right now. getting an error
and very tough styling it in css! ugh!

Styling it? Almost all Special Recent Posts settings are in the shortcode you write for placement on the page. Each SRP segment has its own selectors and they're very easily found and modified using Firebug.

well.
The meta info is what's acting funny. I need it to align right but since they made it a p element when I do that it pulls up the text below and once I right align (Float:right) the data, author, and categories, it make all the excerpt text jump up and instead of keeping the date, author, and categories on separate lines like they were when float:left, they all jumble together on the right.

Is it a plain p element or does it have a specific class?

it was a p element with specific class.
But somehow since all were p they jumbled up.
