3rd level submenu not working in new Nav Bar. Works in Classic

Most likely, not. Multi-level dropdowns are just considered bad usability. The creators of the library that we utilize, have purposefully left it out. Ironically enough Bootstrap released 3rd level dropdowns so the Navbar actually can do this now.

On my new site (under development at) I have a menu that has grandchild level links which seem to work just fine.
However on a my nexus 7 tablet in landscape mode the 2nd level does not appaer when I open the first level. So no submenu is accessible.
In portrait it's ok because the menu switches to mobile mode.
