I have searched through and I have seen where people discuss using custom css to change the color of the navigation bar, and I think I can figure that out. But what I am wondering is there a way to change it to make it look like it hangs on the banner almost exactly like the pageline navigation bar is at the top of this page?

That CSS attribute you add to make the navigation stick at the top of the page regardless of scrolling is this:

You can add this to custom CSS you have for the navigation (assuming you're using it) and the menu will stick at the top. On your site, however, I'm assuming you also want the banner to stick at the top (so that it stays put along with the navigation).
