i installed the plugin "sidebar login" and as you can see it's in the bottom of the page
is there a way to change it to the top some how?

Well, you can also add this to your custom CSS:
#sidebar1{position:absolute; top:0;}
That will pull that area into your header, although with it's vertical layout, you'll need to make your header super long. My assumption would be that is not your intent.
Also, if your site is geared towards an English speaking audience, I would really recommend having a native English speaker go over your verbiage on the site.
