Is base1.css a normal Platform file. It just appeared on my Appearance Editor page. The code in it is a duplicate of base.css. The other strange thing is that the text in both files is now double-spaced.
Can I delete base1.css?

Can I delete the file? It seems that the browser chooses base.css sometimes and base1.css other times.

As long as the code in base1.css is exactly the same as base.css, you should be okay to delete base1.css. I would double and triple check the code to be sure though. 
Otherwise just move the code to base.css then delete base1.css.
